MHCP - Doug Hobkirk ripoff is trying to force me to pay $130 rent increase, which I cannot afford

MHCP is landlord to 4 specific trailer/manufactured home parks in the Seattle/Redmond area. Every April each household has to submit their previous year's income info (Income Certification). Our space rent is based on each household's income.in April I had a roommate which changed my household income and would make my space rent go up! May I received notification that my space rent would go from $350 per month to $480/month. $130 is quite a large jump. At the end of June, roommate moved out. I assumed that my space rent would go back down to $350. Starting September my space rent has been $480. I have told the Director, Doug Hobkirk, that I am unable to pay the increase and asked why didn't my rent go back down after the roommate moved out! His answer: when the Income certification was done in April, my space rent was going to change & so what if my roommate moved out. I was stuck with the $130 raise until Sept. 2006; this April income certification would show my household income as being below the 50% median income that HUD makes MHCP follow, therefore the lower space rent would not actually take affect until Sept. 2006. I have only worked part time since August so I'm barely getting by, but MHCP/Doug doesn't care!!
