Tmobile lied about bill and tricked me into a 2year contract

I called tmobile about a new phone and was diverted by them telling me that I could lower my bill. I was told that I would receive the same services that I already had at the same price. My current bill is 10 dollars higher than it normally is. I called and the told me that I had $11 dollars in taxes. How is it that my bill is suppose to be lower, but I have higher taxes. They lied to me so that I would extend my contract. Isn't that illegal?
