Paid for Minutes I Didn't Receive

I called to get minutes on my telephone. I have called back over and over. I was charged $5.49 for 250 additional min. Which was put on my American Express card. The charge went through but they don't know or don't care what happened to the minutes. Is there anything anyone can do? I am aged 75 and without a phone.
