Unauthorized charges

I got my cell phone bill today and realized I was receiving a monthly charge from predictomobile for $9.99. I have called the company and got nowhere. I was told by their representative that if any charges were on my bill, my 12 y/o authorized them. I said a 12 y/o can't enter an agreement legally, and they basically told me I was wrong. They tried to say they text her: are you a minor and if so do you have your parents permission? Then apparently they can charge you whatever you want!!! My daughter said she never was asked these questions, and had no knowledge of signing up for any services!!! What a scam. This should not be allowed
