Text message scam

I got T-mobile billing yesterday and found out Predictomobile charge me 9.99 without my permission and I call Predictomobile to complain. They close my account but refuse to refund my $9.99. Once touch text message from 654-654 that is predictomobile then automatic charge me 9.99

I called Tmobile to complain and demand for refund. The rep told me she will refund me one time, next time if I click text message under 654-654 again then will charge me again 9.99 and will not refund again by tmobile. She admit lot of callers complaint about Predictomobile.
