Overcharged waiting on refund - Hertz

I was overcharged $400.00 for additional insurance which I made a special trip to cancel. I was told I would get the refund in 5-10 business days. Day 10 and still waiting. They try to run this business with one person working at a time. So if they go to pick someone up the door gets locked. How they stay in business is beyond me. Unfortunately this store will keep me from renting from this company even though I used another store previously and had no problems.
