Account limited after nearly ten years, personal data demanded

After nearly ten years of flawless transactions, PayPal "limited" my account, demanding personal information that my attorney states is not required under US law.
It is impossible to reach them. There are no appeals. I am concerned since these people already have sensitive bank account information about me. I have been a "confirmed" member for years. Telephone reps are rude and ignorant. The Federal Trade Commission needs to know about PayPal.
