A law that requires a builder or developer to pay all taxes on a multiple build before one certificate can be issued If they build 100 and only sell one they have to pay the taxes for the complete amount and the charges can not be apportioned between individual units in fact if the complete taxes are not paid they can not separate the whole into its agreed planned parts. (As per very expensive local planning licences)

Creating a situation that is unworkable and concludes in court action from international purchases and frustration and penalties to even the best building companies.

This has perpetuated a situation on many built complexes that prevents a builder providing a habitation certificate so can not complete his obligation to a landowner who in turn blackmails the purchaser and builder to conclude in protracted legal action.
