Administrative Penalty

I recently became unemployed and held off collecting benefits in hopes of finding another job. I was authorized after speaking with someone about my claim to receive benefits when my checks did not arrive I called it is at that time I discovered an administrative penalty had been made against me in 2004. I expain I had no knowledge of this and after several phone calls received what they called an explaination. When I would speak to a live person they were all over the map as to when I would start receiving benefits since I had an over payment of $5.00 according to the people on the phone. When I expalined to them I was not able to pay my rent and other bills I was told to apply for welfare. I first have to wonder how a penalty could go on since 2004 and my not know about it and what is the statu of limitaions. All they kept doing was adding penalties where are my rights. This situation is wrong on so many levels. I have no idea how I am to go on until I start working again. I really need so immediate help.
