No cobra offered

This employer ended their contract with the clark co jail system as of jan 31 and employees were told that the new employers benefits package would not be available for 2-3 months, so cobra would be reimbursed until benefits eligible. Benefits paid up to end of jan would cover until feb 15. As of this date, no cobra packets or letters of portability have been received by employees. We have made several calls to the benefits dept at wexford, but unable to get a live person, only able to leave phone messages and received no return calls. We have also left messages with persons in charge at the jail and also received no info on packets, just that no one has received them. Today we were told that our policy is expired, so no one has benefits at this time. We have bills going to the insurance co that will be rejected and become a nightmare of problems if this is not resolved asap!
