Waste Management is HORRIBLE!

Today is the 4th time my trash has been missed by them in the past few months. I call the office and they always say the same thing, "Are you sure you put it out before 10pm?" Like it's my fault they aren't doing their job. My trash is about 10-15 ft away from my neighbor's trash and is completely out in the open, it's not like I'm hiding it behind something. After the 3rd time, when I got up to birds picking my trash apart all over the sidewalk, I thought maybe they weren't seeing the black trash bags so I switched to white bags with bright red handles, and they still miss it. I got up this morning and my trash was still there. I called them again and the lady said the same thing about what time did I put it out. I told her, the same time I ALWAYS put it out, between 9 and 9:30pm which is earlier than most of my neighbors put theirs out. She said ok I will put your name on the list of missed trash. I waited until almost 3pm and called back to see why my trash was still sitting out on the sidewalk in 90 degree temps, stinking like heck, and a different lady answered the phone. I told her I called this morning to report my trash not being picked up AGAIN and she said they already picked up the missed bags, and she don't know why mine wasn't picked up. She checked and said my name was never put on the list and she was going to put it on now and they will pick it up later. So, now it is almost 4pm and my trash is smelling up the area, still. WTH am I supposed to do? I live in Allentown PA and the city used to use JP Mascaro but I guess Waste Management was cheaper, now I see why.
