Still no Chica or a Resolution

I ordered a Chica doll from Debbie for my daughter's first Chrtistmas in October. Debbie had emailed me regarding a huge sale she was having to buy a doll in any size for only $65. I promptly replied with my information and a payment. She then told me to remind her in six weeks that my order was due. Seven weeks later I role her that the sufficient time had passed and then she responded by telling me that she was having issues with a depressed sister who was in the military and gas two young daughters of her own. Being of prior military service, I told her I understood and told her to take her time in resolving this personal matter. I have not heard from her since. I have left her voicemail messages, emailed many times, and have filed a complaint with the Federal Trade Commission as well. At this point I just want my money back.
