Still waiting on my chica doll!

I ordered a Chica Doll for my daughter back in September. I have still not received it. This was for my daughters birthday in November... I ordered it within the time frame required to receive it in time (so I thought). My husband was unemployed so this was the IT gift for my daughter... It has still not arrived. I thought I would have it for her for Christmas, no doll, then Valentines day, still no doll AND NO REFUND! I have emailed Debbie numerous times and she doesn't respond or she does with numerous excuses. I can't believe she steals people's money and sleeps at night. I couldn't afford another gift to replace this doll for my daughter because my husband was unemployed.
