Paid, never recieved doll, nor refund

I paid Debbie back in October for a Chica doll that was supposed to be a Christmas gift for my godson. I did not receive it in time. She told me she was having paypal problems, as well as family issues and that she would give me a refund via "snail mail" I gave it some thought and said I would still like the Chica doll b/c my godson's birthday was the beginning of January. I asked if I would have it in time. She responded yes. Once again I did not recieve the doll and once again she told me she was having all these issues. I requested the refund as she mentioned the first time. Now I am no longer getting responses, nor have I received a refund. I am very disappointed and will continue to put the word out through social networking. Debbie, if you read this, please contact me.
