Gratuity tip - dine in coupon

I purchased coupon for $ 30 dine in value from Groupon on line deal. They have mentioned Nirvana requires you to pay 15% Grtuity.
Today we, the family of four visited the restaurant and here my total bill was $ 132.54. Which included $ 15.53 Gratuity which was charged on over all bill while the coupon value was just $ 30. They should charged the same on value of their coupon value and not the over all value. This is nothing but on line scam. I strongly feel that they need to refund me back the additional gratuity.
When I mentioned to the Nirvana manager, he mentioned that this is Groupon's requirement. And Groupon says its Nirvana's requirement. I strongly feel this is illegal collection in the name of deals. There is always a catch.
