I ordered an item of clothing, and received instead a strip of bug repellent. Paypal will refund me for the Significantly Not as Described (Paypal terminology) item if I send this object back with a internationally tracked postal service. This would cost me the equivalent of 197 USD to send from my address in Norway to the seller address in China provided by Paypal, if the address is correct, one of the online international tracking postal services I checked designates the postal code of the return address as invalid. The package with the bug repellent is sent from registered post based in Singapore. Paypal informs me that I will not be reimbursed for this return postage. My choice is simple, I have lost 21.60 USD, since I see no good reason to send a worthless object to a potentially nonexistent address for the sum of 197 USD.

So I've lost 21.60 USD and my confidence that Paypal is a secure method of payment. Your security lies with the goodwill of the seller, not Paypal.
