Police won't honor protection orders d.A. Won

I am handicapped, and had a spinal fusion done dec. and was almost healed from the surgery, when i was assaulted inside my home by a male neighbor that has seizures, the police would not let me press any charges, cause no one had seen him beat me, and he has a habit of changing focus from police issues to his mental issues, to avoid prosecution, but since april there have been ongoing violations to me, that eveuntually resulted in him being convicted of protection order violation, and given a 60 sentence and put on supervised probation. Ten days after the guy is released from jail, he comes at me while i am parking my car, in fact between me and my apartment and i had to call 911 again, for him violating a 15 foot line of sight protection order. On foot, he eluded 2 cops in 2 cars, and the cops didn't bother to contact him at all concerning the 911 call i made on jan 13th forcing me to go to the judge and get a civil p.O. Started. When the police did contact him, so i could get an address to have court papers served, they still did nothing. Due to him not reporting police contact to his probation officer or the police filing the report, he was put on unsupervised probation with a pending civil protection order case which i had to get since the police won't honor the protection orders from the judge, i need help finding who can make this person accountable for his continuing crimes against me. I have filed a report for neglect of duty, on officer ybarra, but it's been over 2 months and when i have asked police about it, they said we have 90 days to look at it, the D.A. Is very biased against me personally, and has been caught in evidence withholding, in office adultery and other unethical behavior, and when i requested another d.A., with some ethics, and no personal bias i was flatly refused even though i included proof of it. I tried to complain about the d.A. Regulatory commission, but they don't see the repeated offenses as anything to be concerned about and they refuse to protect me from this very aggressive man that will not leave me alone or obey protection orders. When police have to be called, either fakes seizures or INDUCES SEIZURES BY BEATING HIS HEAD BLOODY WHILE IN COURT, or just says he had a seizure and doesn't remember, or just plain lies to police repeatedly about trying to enter my home, and files false reports of me entering his home and poisoning his food. No on seems to know what to do about a violent disabled man who keeps violating me for an extended period of time, and cops and D.A. Downplay my fear and refuse to see habitual behavior, or even recognise me as a victim of a very violent crime that has caused both physical and mental distress, as well as a lot of money going to doctors and court. Just because he claims he had a seizure and don't remember does this exempt him from being prosecuted for violent crimes and ongoing harassment commited on disabled women? If if he hurts someone then claims to have had a seizure and not remember what he has done is there no way to make him accountable for his ongoing violence and protection order violations?
