Police misconduct

My nieces boyfriend and my niece tried breaking into my house because my niece was in an argument with my daughter. Her boyfriend is Zach Doty. Officer Kirk Doty is his father of the Manteca police department. Zach was trespassing, threatening to beat me, yelling and swearing obscenities at my 4 yr old granddaughter and physically hit my daughter. He stole my diamond ring. I went upstairs to my room with my granddaughter and called 911 and I told them the situation with Zach and him having a gun. The 911 dispatcher/officer immediately called zach to get out of the house because zach is on probation and he is one of their own. My daughter and neighbors heard zach yelling about the cops being called before they even came. They arrived 20 minutes later. Zach has prior offenses of his dad and him beating minors and civilians. People have videotaped Kirk Doty and Zach abusing minors and theft and the evidence gets turned into the police department and the cops destroy the evidence. Its been in the Manteca Bulletin before. I was told I could only do a citizens arrest and if I did, the officer threatened I would be sued. I have neighbors who witnessed this fiasco. The Manteca police department abuses their power and there is no internal affairs in Manteca. I have been trying to find a lawyer, so far no luck. I notified the insurance company and also the mayor. The mayor weatherford has not done anything, so I am writing you to please help. This needs to be addressed. I have already contacted the state senators. The police departement here and zach doty are major bullies. The police department here, is corrupt and justice is unfair. The police only help their own. I cant believe they helped the criminal instead of the victim, merely because he is an officers son, even though he is on probation for beating an ederly lady and stealing her purse. This situation needs to be made public. I contacted the local news, the manteca bulletin, etc. I really need a lawyer, I am looking for to file a case against the manteca police department as well as the city of manteca.
