Rewards Refund Check Not Received Two Years In A Row

This is the 2nd year in a row that Amex said they mailed my rewards refund that I have yet to receive. Same pattern every year, I stop getting paper statements in December even though I am signed up for them and I never get my Check. Then I mysteriously start getting paper statements again after the period they say they will cut the checks and tell me I am no longer eligible. They say its now on my March statement, which I have yet to see. If it does not come next week, I will cancel the card and never again use Amex. They are doing business like US Bank I'm surprised they don't have kiosks in 7/11s so they can rip off even more people.
