Complaint - the Verified by Visa program

I tried to purchase a Delta ticket today and was not allowed to do so without Verified by Visa. The system would not accept my information. (There was no problem with my card or my info and I entered it numerous times.) I could not purchase the ticket. When I tried to buy the ticket by phone, I was told first that there would be an additional $20 charge and after I (reluctantly) agreed to that, she processed my reservation and the price had increased by $100 in just 5 minutes. THEN I tried to go online to enroll with Verified by Visa so I could purchase a ticket and again not allowed. I believe you owe me $100.
