Won't Accept Green Card as I.D

Yesterday I changed my AT&T plan from pre-paid to post-paid because Apple store in Pentagon City Mall told me we have "iPhone 4s" available for you as AT&T upgrade. But when I went back there they said me you should reserve it for tomorrow. So I did it and today I went there again to pickup my iPhone, but they said me we need your ID. I gave them my foreign passport and my Green Card, but they don't accept those documents as proof! They said we need your ID of driving license. So I want complaint about this policy of Apple Inc. That cause I lost money (because my prepaid charge was able till 11/27 but because Apple store wrong answer I lost about $33). And 3 weeks delay to receive my iPhone.
