Walmart EBT card purchases ticket

I recently shopped at your walmart on malabar in Palm bay Florida. I used an EBT card to purchase some holiday gift baskets. Government food stamp policy clearly states that holiday gift basket that contain more than 50% food content are eligable for ebt (food stamp purchases) however the store manager said that walmart corporate has their own policy about what is considered food items or what is or is not eligable for food stamp purchases. This is in clear violation of all government food stamp programs. We even tryed to by some candy items, some bread mixes and were also told wlamrt does not sonsider these to be eligable food stamp purchase items. This hapened at register 7 on Dec. 17th 2010 at approx 11;30 A.M. And Scott who claimed to be the manager on duty made the claims about walmart corporate policy
