Printer that does not print - Officejet J4680

I purchased an HP office jet printer a little over a year ago and it is no longer printing. It has had little use since I used only 3 packets of paper since purchase. When I called and spoke to a person (India) they told me that I should pay $29 so they could diagnose the problem and then I might have to upgrade (ie purchase another computer) if they could not fix the problem.

I have a dell printer that has been in almost constant use for 5 years without any maintenance except for replacement ink.

I will not be purchasing anymore HP products (currently have a notebook and desktop). Whenever I have had a problem with those devices, I would call HP and the help was not satisfactory (again folks who do not know the products and have difficulty communicating with me). I hope this review reaches HP management because if this kind of service a product reliability continue the company will fail.
