Smog Test Only Failure

It has been over a month now and my trusty 1993 Chrysler Concord is still not properly registered here in California to drive after failing a test only smog check twice. The first smog test had failed the 15 mph hydrocarbon amount by only 2 parts per million (2/1,000, 000). The test facility operator suggested installing new plugs then come back for a re-test. The re-test failed also. Very frustrating! The next step was to go to a test and repair facility. It was explained to me that I qualified for CAP and to send in the forms before doing any repair work. It has been one month now and I haven't gotten any word back from the CAP program. A call got me to a live person that said there was a back log and give it a few more weeks. I didn't have a few more weeks and needed the use of the car which required a $50 registration fee for an extension. Now I'm into this problem for over $100 counting new plugs and the extension fee. As much as the CAP and DMV would like to help drivers in California drive green and pollution free it seems like the little guy (that is me) is getting into trouble for no good reason with a vehicle that is very nearly pollution free! There must be a better way in these hard times to keep Californians smog free in their cars:- (
