Basic cable upsold, bills of $92 then $143 versus promised $63

I ordered basic cable, simply to watch tv. (abc, nbc, cbs, & fox). I wanted to know what was going on in the world. I'm a disabled person on a limited income. If a natural disaster strikes I wouldn't know to take cover nor, would I be aware of the progress of the storm. The digital converter boxes we were mandated to get only worked for about a week or so. So I decided to call Comcast. My first bill $92.66. Yes! For just a basic tv package. Keep in mind I only wanted to watch these four channels. A rep from comcast called me and offered to "upgrade" my service to package that would give me more channels. When in fact all I received was more infomercials and many of the same programs. My second bill doubled to $143.92. My monthly bill I was told was to be $63.00.
