Totsy will not give me refund they promised me in writing!

I bought a plum district voucher to use for tots worth $30. When I went to check out there was no place to put the voucher # but the screen to enter my credit card info for the remainder said there was 2 more screens to confirm. Of course it charged everything to my card & since it was a Sat. & of course Totsy is off on the weekends there was no one to help so I emailed them. They responded by telling me that they will refund my credit card when the items ship (in 1 month) all I have to do is email them with this ticket #LTK53503107162X. I even got a phone call from 1 of the reps confirming this. Although I thought is annoying that I have to wait 1 month I agreed. So items shipped, I emailed them with a copy of their email so i have it in writing that they promised to refund me & days later on a Friday at 5:37pm they have the nerve to email me back saying they cannot refund my credit card & they will be giving me a $30 Totsy credit instead. Obviously they don't realize that they are legally obligated to give me my refund since I have it in writing. Please help! I don't want their credit because I would never shop there again!
