Non-Payment for Services Rendered

I was given an assignment of evaluating the Services of Huma S. At the Day Spring adult care center, Denver. My evaluations were due on 4/15. But, Huma S. Was not available till Tuesday (4/19). I contacted Nicole H. And she rescheduled me for 4/19. I was asked to go to the Dayspring Adult care center in Denver on 4/19. I went there. On that day, Huma had an emergency and was not available.in her place Laura was available. She gave me a tour of the facility. I followed and observed her. I submitted the observation. According to the instruction given to me by Bestmark, Inc, I was instructed to send any receipt if there was an expenditure. As no expenditure was involved, I could not send any receipt.
Several days later, i received awarning that $2 will be subtracted from my payment for non submission of the receipt. The instruction did not have any other option. After I was warned, I voluntarily scanned the copy of the application form and the doctor's approval form and sent to Best Mark. (Best Mark never gave any alternate action in the absence of any receipt). This was given to me to be attested by my physician and returned to the senior care center. No one would call me as had to initiate action by submitting the application form and the Doctor's endorsement.
After I explained what had happened, Best mark kept insisting if Huma S. Called me. No one would call me till I submitted the application form. Moreover, Huma had an emergency and she was not at work. Stacy O. And Nicole H. Are totally incompetent people who do not understand any feedback from the evaluators. When I did not submit the application form to the Adult care center, no one would call me. Stacy did not understand the situation. For no fault of mine, the evaluation was cancelled. I was not paid for my objective evaluation. I hereby request that Best Mark should not be allowed to continue as an evaluator of services because it is running the show with incompetent people who do not appreciate the diligent work but punish the evaluators because of their incompetency. I also need to be paid for my services.
