Ripoff after black boxes (descramblers) were turned ove

I was in possesion of two illegal black boxes and comcast did a sting on my college apartment complex. The boxes were turned over willingly and was told there wasn't anything to worry about. 3 weeks later i recieve a letter with a settlement fee of $9000 up front, or over $12,000 in monthly installments of $400 for over 2 years.

I told the head coordinator that the security guys that took the boxes said there wasn't anything to worry about, and papers were sign saying "the boxes were turned over willingly". $9000 is a crap load for a poor college student, especially one whose parents are missionaries (thats me, its true but i'll probably get no grace from comcast).

I'm currently in the process of trying to shave off some of the settlement cost, but its not looking to good. $9000 is a lot for a college student (state school student for that matter). I know it was wrong, but there were no warnings for being the first offense, or warnings of a company buckling down on cable theft. Is comcast in the business of coming down hard on college students now?

Or was i just the random selection? I am hoping someone else has gone through this, because i'm kind of walking in circles here.
