Someone Else's Bill on Mine

I established an account with Washington gas in October. I have always been on time.in May i happen to pay the bill in excess by mistake. Since then till end of December i have recieved bills with credit due to over payment. I have had bills of January, February and March which were paid on time. I suddenly got a bill mid March which had a balance of $741 and a notice to discontnue. There was no credit for January and February payments and also another bill transfer of $403 from someone else. I immediately called and spoke to Ms Joan who investigated and assured me of a mistake and said the bill was a mistake and i would get a notice for correction.

When i checked back on April 1st, to my discovery nothing had changed while speaking to Mr Blair. This gentlemen was rude and unhelpfull.insisted it was my bill and asked me to proove of all my payments for the credit to be given. I got all my bills and payments and faxed to the number he gave me. I called to confirm and was told that the fax was recieved and that credit would be given. I checked today only to find that everything is still in the same situation and that if i don`t pay the service would be discontinued. I really need some outside help to make sense out of all this.
