Extreme Power Costs

My power bill for 1 month is over 1400.00, last month was 780.00. I have cancer, diabetes o2 deprivation, asthma, which requires me to use o2 and nebulizer. They have DC the power. These bills are non sense we use kerosene heat. When we try and talk to Wendy she is mean and nasty to us. God forbid someone in her family or herself should get as sick as i am. I'm not understanding why? It's almost like she enjoys not allowing us to make payment arrangements. Please help me! I have never give this person reason to be harsh with us.
