Unfair Billing

I rent a boat well and I have had the same well for 5 years. Last May the power at the well was shut off. I contacted the wells owner and asked him to find out about the power. The owner came back and said the electricity has not been payed for 7 years. I assumed my rent of the well included power since it was on when I arrived in May. I asked the wells owner to find out who was receiving the bills, because it wasn't him. I called DTE and when I finally got the right person to talk to the Gentleman was raised his voice to me and was so rude!

He would not tell me who was receiving the bills and to this date no one will. I know if I miss a payment on my residence they will shut my power the next month. My wife and I have both called on this boat well. I am willing to pay for any power I used in the time I was there but I see DTE is at fault for not shutting the power 7 years ago instead letting it run.
