Ripoff She won't refund my rent money

I rented a room out of a house in Jamaica, NY. I moved out and my landlord (Dagmar Chermaz) gave me $300.00 and stated to me that she would mail the other part $350.00 within a month. Well, it is now November and I moved out May. Everytime I call she hangs up on me and she will not respond to my letters. I feel like I can't do anymore because I don't have anything in writing except for my receipts of the rent that I paid. Can you help?
