Ripoff for substandard housing not rentable by city

I moved into this resident down the street from landlord at 137 16th stree the first inspection of the property pass because myself and family have moved in and covered a lot of the damages of this property but after a period of requesting the landlord to fix up the house he would not respond to my request and the city of clarksdale came out to inspect the property again and stated in verbal and writing that myself and family could not live in this property although we paid rent and deposit the property went months with out electric because the city says and stated in writing it was not to be live in at all the landlord would not return a deposit or anything the house is eaten up by termites there are bad leaks no locks on door or windows was boaded up floors in front fell in but i was not intitled to any deposited or rent he did not even ask me to move he had some one else to do his dirty work this landlord own lots of property so i consider that a business
