Driving in the Ann Arbor, Michigan expressways. Driver in a ADT marked van (info on back lists 1-800-ADT-ASAP but that number is disconnected), driving 65-70 mph in a 70 mph zone but would not get over to allow other vehicles to pass. I was behind the vehicle, and counted at least 20 cars behind me, trapped by a driver that refused to get over. When we finally got onto a 3 lane expressway and we all passed him in the right two lanes, the driver had what appeared to be dry cleaning hanging in the front right hand seat, and could not see his side mirrors to get over if he/she had every attempted to get out over and out of the passing lane.
