Who controls the water department

Gee I have not gotten a bill from the water company for at least 6-8 months that I was aware of. I got a water department notice dated 10-2-10 signed by G Riverre ID#130. THey have to change the meter. Called today 10/5 and after talking to the water company I was told I was on the old billing system and there has been 8 estimated bills which I have gotten nothing. The bill now is over $972. They are coming out on 10-16 to put a new meter in - running slow. If it is running slow how come this bill is so high. I will not be able to pay all of this at once and I want to know how the company will determine what I owe. I use to have more people in my home. For the last 10 months there has only been two of us and we are 58 years of age. We do not use alot of water. I also was on the sprinkling program for the summer months which I did not water my yard as much this year. So how is my water bill going to be determined by? I am upset - what kind of company does not bill you for that long and for that matter give you a disconnect notice or disconnect your service. There are three people in my office that I work for that has similiar problems. What is that all about? What kind of system does the City of Cleveland run. Does the PUCO regulate them or not. Someone needs to check into it seriously. There is a box here that I agree with the terms of use - what use? I have to check it to continue. I am not agreeing of the use of my water though. I have not seen a bill for the continue year and then you have to wait on the phone for over 30-45 minutes each time. People have to work and cannot be waiting on the phone that long. What is wrong over at the City of Cleveland Water Company. Poor service totally!!!
