Window air condition installation

I install air conditioner in my co-op apartment, but co-op general manager want me to hire specific contractor and pay him $185 for his illegal panel that he uses for installation and labor. All work done by him in co-op, violates all air conditioner installation instruction.installation of window ac in NJ doesn’t required permit and license. They force me live with ac size hole in window when temperature falls down to 42-47 degrees at night. They gave me an ultimatum, either I hire this man or I will have no ac. I provide manager office with all technical information showing everything that wrong with installation: violation of building and energy codes, avoidance of manufacturer’s warranties, because of not correct installation and violation of house rules of Proprietary Lease. But they ignore it and gave me $500 fine. First, I think this is violation of my consumer rights “Freedom of Choices”, state building code and this is pure extortion. Second, it breach of Proprietary Lease. Please help.
