Harasment, violation of federal law

Late march early april capital one starting calling my cell phone in a attempt to collect a debt belonging to someone that ive never met. I told them that this number did not belong to this person that it was my business number and to please stop calling to take my number out of their system. They apologized an said they would. This went on every other day, up until about three weeks ago. Now their calling my home. I have explained to them that i am not a customer never have been nor will i ever be. I have spoken to several people from this dept, meaning their supers. Im tired of their in ability to do their job, their promises that the calls will stop, being awaken at 5;30 am or six, i have sent written notification ive complained until im blue in the face, they have cost me money (cell phone) my peace of mind an possibly new customers because my phone was tied up dealing with them, so if someone has any suggestions i would gladly listen... Thanks for your time..
