Interest Negotiation Denied After Completing 18-Month Program

Had a Delta Amex Card, ran up charges, decided to put on the brakes and figure out how to pay it off. Finance charges on top of finance cards, etc... Tried to negotiate interest rate, was told to first enroll in internal program first and upon completion, concerns would be addressed. Met obligations (18 months) and now told no negotiation. So, missing the part where AMEX is actually interest in helping a person dig out. They continue to throw dirt on the pile...
