High interest rates - Credit Card

Had a Delta Amex Card, ran up charges, decided to put on the brakes and figure out how to pay it off. Finace charges on top of finance cards, etc... Treid to negoitate interest rate, was told to first enroll in internal program first and upon clompletion, concerns would be addressed. Met obligations (18 months) and now told no negotiation. So, missing the part where AMEX is actually interest in helping a person dig out. They continue to throw dirt on the pile...
