Internet and telphone services problems are not getting solved

I am paying $82 a month for telphone and internet services, I constantly have static on the line, which they can not figure out why. The modem which they have replaced a few times because it continually gets hot, and quits working all the time. This last time I called about the modem they told me they were sending me another one, and told me to pick it up at the bolivar office this last monday. Get there today to pick it up and they told me that I wasn't able to get another one for another year, but I could pay $100 for the white one which is supposed to be an upgraded one.
