Complaint - Refurbished Palm Treo 700

I purchased a refurbished Palm Treo that did not work properly after I received it. I asked if I could return it for a replacement and they e-mailed me back saying that I could. I returned the phone with delivery confirmation and know they received the phone. I have sent several e-mails and left several voicemails but nobody will respond back. I have the feeling this is a side business for someone and they don't appear to be professional. I want my money back or the replacement phone as promised. The BBB will be my next step then I will personally visit the company to get a resolution.
