Merchandise paid but never was received

In march 16 I put one order to Eagle Electronis Resources in Texas, In March 17 I put a second order to buy a Yoyo Apple adapter M 7332 and paid with my credit card. I talked with Catalin Filip by email about why I don't receive my adapters. He said, he already put one adapter, I received the wrong one. I emailed him again and he said 'you can keep that one, don't send me back and I make a refund. Never he put the money back in my account but, the other thing I paid for two. He don't make me the refund for the second one. I still waiting. He said that he put complain with the carrier about the delivery of the products. He said " if the carrier make the delivery keep the merchandise, in the mint time I make the refund. But where is the refund? Never receive my money back in my account. Be careful with this company, do not buy merchandise because If you do you lose your money.
