Wrongfull toll violation charge

Although touring from NJ into Pa on Route 22 West we SETTLED the Cost in money in the Ezpass/Money street to an worker in the RAS toll booth plaza. A couple weeks later we obtain a notice of administration motion declaring we have to submit $26.00 since we went the Ezypass street #15s. I actually donot have Ezpass and that I settled the cost in money towards the clerk. Does Nj require the cash so poor that they can resort to illegitimate actions similar to this? I named the tollfree number and was firm using the owner who explained I had been clocked at 51MPH which there is no club before my vehicle that pulls only if you spend the clerk the cost. How will you combat their state for 26 bucks? She explained because it was my first voilation of the character she'd renounce to 25 bucks administrative price and simply submit the buck cost for that cost.in a nutshell NJ should be in a poor spot economically. Perhaps when they left a few of the Fatcats in Trenton they'dnot need to resort to such techniques.
