Out-of control utility/moreno valley utilities

My electric bill keeps going up every month, when i call they try to compare to last year. They send me a spread sheet saying its normal. this month compared to last year my bill was about 80.00 lower. First they say they didnt get a rate increase, which we didnt get letters saying they did. Then they said they did. We are hardley using any electricty. i have asked for them to send someone out again, and they say they do. I dont believe it! We are forced to use this utility because we bought a new home, and they are regulated by the puc. So i am begging you to do smething about this. How can my bill be 182.00 in feb. i am not even using my heater for fear of my bill. Who regulates this utility. They said they are privately owned and they can charge what they want. Can we switch to a company that is regulated? Southern calif edison? Will someone pleae help me i cant afford an electric bill that is almost as large as my truck payment, last month it was 268.00 thats higher than ive ever had even in the summer. Is anyone else having this problem. Also with edison you can get payments or help this utility offers nothing, but maybe a two=week plan.
