City Of LaGrange Fluctuating electric and water bill spikes

Hello all, Me and my family have been living in our Mobile Home for almost 4 years now which is located in the city, within a Trailer Park. We have not changed anything in our habbits as far as electric or water usage. Also I have checked for water leeks and any power hogging appliances with no problems found.

My problem is this, on my utility bill our average usage on electric should be about 692-1001 KWh give or take just a little, and for water is usually about 5-6 thousand gallons a month, but every now and then the amount per month will jump to about double that on both electric and water.

Here is how it looks on my bill starting with electric by the month in KWh 692,1001, 1830,1599, 2142,1364. And now the water spikes, water1000 GAL 6,5, 10,6, 11,12 let me remind you we have done nothing different in our routine also we are talking about a small trailor not a big buisness or anything. My bill ranges from $200 (normal) to $286 (outrageous).

One time I received a $600 Utility bill so I complained about it and after arguing for a good min they finally said they found the problem and lowered the bill to about $200. I have been having this problem with them for years but they never can tell me why the bill spikes like it does, they always say check for water leeks or replace any old appliances. I use Energy Star appliances and energy saving light bulbs and everything gets cut off or unplugged at night, so whats wrong with this picture. I didn't have this problem in the county.
