Charged me shipping even though i`m in a different state

Hi, everyone.
I bought an item on 2-2 from a member on ebay by the name of cowboom, the ebay auction says FREE shipping but when i went to pay with paypal the price went from $625.00 to $662.50 this person is charging me sales tax and i live in a different state.
I asked them if they have a tax id number to send it to me but there was no responce for days, they never answered my six emails.
I told them i refuse to pay tax unless you are a businedd with a tax ID.
There is no reason why they can no send me the tax ID number.
I`m wondering if it is againsed the law to charge sales tax with out a tax ID.
