I Offer - Paypal never sent product ordered used tracking number for bogus free gift to provide tracking number to paypal

Ioffer and paypal let scammers fraud consumers and get way with it, i was ripped off by merchant on ioffer. I ordered jeans and paid through paypal. Seller said he was also sending a free gift, what they did was send what was a supposed to be the FREE GIFT in order to provide a tracking number to paypal. First he gave me the wrong tracking number that went to California (this was signed by someone last name SANCHEZ-im trying to find out if this person was also a victim? Well when i complained to paypal the seller provided the wrong tracking number, seller then supplied tracking number to the FREE GIFT, which was a scarf. The invoice clearly states free gift, value $10.00 weighing 0.1 oz. I had ordered 450.00 worth of jeans. One pair would weigh more than this package. PAYPAL did not want the evidence at all. They said he supplied tracking number and they do not take care of items Not As Described outside of ebay / what about FRAUD? When i asked them to at least contact the seller that i had evidence that the tracking was to free gift and not my merchandise, paypal responded that im lucky they have not closed the case yet and there was nothing further they were required do. Paypal claimed to send an email as a favor saying seller should provide additional tracking for the merchandise. Paypal did not really care at all. I do have all supporting documents to prove what this seller did.

I am not letting this go. I am looking for other victims to contact me to be added to the fraud complaints i have formally filed. I have several different divisions covered including mail fraud, my postmaster was witness to the bogus free gift. I believe their are atleast 12 other victims. He wrote neg feedback for me, he said was an accident meant for another person, when i checked the site, people were complaining they had got wrong items (at the time i was still tracking the false# he gave me) then the seller was shut down. This protects ioffer/not buyers with no way to resolve matter w/seller or does ioffer respond when consumers are ripped off. There is a section to report but no phone numbers and noone contacts you about items not recieved. The
