Screwed - Checking and loan

This bank has been screwing my father for years, with over drafts and the like, while admitting no fault of my fathers he was still required to pay penalties, He had a Auto loan thru usbank with insurance in the event of death of him or spouce loan would be paid off wich he forgot about but the bank didn't forget and continued to withdraw payments, when we found out and confronted them they payed the loan off but have never re-embursed him for the past three years. USBANK told him three weeks ago he would get a cashiers check in ten days, when he didn't get it they said that was a mistake and it would be mailed out in two weeks, we requested it be deposited directly to his account, we were told they could take the request only no promises.
