Car inspection & repair ripoff?

I recently had my car inspected at auto repair shop (Expo Motors INC) located at 446A western avenue Brighton, MA02135 auto repair shop. After he gave my car a "pass" in the computerized RMV system, he then withheld the sticker and said my car needed extensive repairs to the exhaust system. He quoted me $100-150 for costs, and I told him to fix the car.

When I picked it up 5 hrs later, the bill was $477, which I definitely cannot afford. I had to pay him, to get my car back. The receipt for my inspection is time-dated, but the repair receipt is not (the repairs were done after). The repair receipt has no time on it but dated it the same day I went to Auto Zone to see what the parts cost that he used. He had tripled or quadrupled the cost of the parts in charging me.

I went to the Cambridge Consumer's Commission and they said doing that perfectly legal. He sent them the receipt, but it shows $450 as payment. I paid $477, and that is what my receipt shows. I want all my money back since all the work he done wasn't need it He will not refund it. I looked up his company with BBB, and there are three different business names associated with that address.

My friend called him and he claimed the owner's name and business name associated with that address are no longer in effect. But that is what is listed. He told my friend I needed a discount, which he granted, that is why the receipt to Cambridge Consumer's Commission is different. But that is not true.

Why would he give me a receipt for $477 unless that is what I paid? Is what he did illegal, passing my car in the Inspection System Computer, but withholding the sticker until I agreed to expensive repairs? Then misquoting me the costs, and then quadrupling the cost of parts in charging me?
