Bank ofAmerica took unemployment money deposited to cover business account debt for a business in bankrupcy

The day my husband his unemployment claim was deposited (it was delayed for 12 weeks) in our joint Bank of America personal account they took the money out to cover a delinquent credit card account for a business that has filed for bankrupcy. They further charged 7 overdraft fees in the next two days. I can not believe this is legal (is it?).
