J & R Selling Bad Phones

I went to J & R to buy a phone for my father. He tried the phone in several places and had no reception. I went to J & R to request a phone that would work and they told me that they can not swap the phone out for a working phone. I did further research and was told by my carrier that the phone in question is not even a US phone. J & R are selling phone to the US public that are made for other countries. Sound to me that some one is getting around many laws to sell something in the US that is not even for this market.
